Description
- make OVER the first choice
- change default position from : TOP to OVER
- rename "LEFT_OF" to "LEFT"
- rename "RIGHT_OF" to "RIGHT"
- add tooltip to the list widget: <EN & FR text needed>
The goal of this change is to limit the number of empty areas in TXM (aka difficult to delete "ghost windows").

The preference fields don't allow to set tooltips we can't add a text after the preference field -> a text is needed
