* make OVER the first choice
* change default position from : TOP to OVER
* rename "LEFT_OF" to "LEFT"
* rename "RIGHT_OF" to "RIGHT"
* add tooltip to the list widget: <EN & FR text needed> widget
The goal of this change is to limit the number of empty areas in TXM (aka difficult to delete "ghost windows").
