R perspective, change aspect of New session button to a real button + %command.tooltip.84 tooltip message

Description
Under Ubuntu, the [ New session] button in the R perspective toolbar has no border, so it is not intuitive to click on it as a button.
Solution¶
- change aspect of [ New session] button to a real button -> display button borders
- remove blanks on the left of the [ New session] button -> [New session]
- externalize %command.tooltip.84 tooltip message "Open a text editor on a new R script file"
