Moves the Eigenvalues management from CA to CAEditor (also fixes: "When cloning a CA, the Eigenvalues bar chart is empty in the cloned CA Editor" refs #2634)

Became obsolete since the Eigenvalues bar chart is not managed anymore by the CA object (TBX layer) but by the CAEditor (UI layer).
