Extract the R charts color palettes and share them with all charts engine implementations.

Validation tests¶
- create some charts with 1, 4, 9, 15 and more than 16 items (the most simple is to test on Specificities bar chart or Progression)
- check the colors match the palette defined here: https://groupes.renater.fr/wiki/txm-info/public/specs_graphics_colors
