TBX: move the separator characters of the chart tool tips to the messages.properties system to be able to edit them for each langage

e. g.: no space before the character in EN.
Validation test¶
- create all supported kinds of charts of JFC charts engine: Specificities (bar plot), Specificities (line plot), CA factorial map, CA Eigenvalues bar plot, Partition dimensions and Progression in cumulative mode
- check the mouse over tool tips of all these charts in FR, RU, EN. The separators between labels and values must be " : " in FR, ": " in EN and RU

The fix is not included in 0.7.7 beta (because of an auto-formatting function on save event in my text editor of Eclipse which trims trailing spaces)
