Windows, ensure current directory is TXM install directory

Description
When TXM is not launched from the Windows start menu, the current directory can be different if the Windows user have set a peticular working directory in the Windows registry.
Solution¶
In TXM.bat, force the current directory by adding the following line before running TXM:
cd "%installdir%"
