French Localized links don't work

Description
the "fr" locale is added to the URLs but the "fr" pages must point to the default pages instead.
Solution¶
if the locale is "fr"use the default links instead
FR:
- SLH: on peut faire évoluer la stratégie d'accès aux pages multilingues ou bien inverser totalement la logique multilingue actuelle du site web https://pages.textometrie.org/textometrie. Ce site utilise le FR comme langue par défaut (adresses sans suffixe de langue), l'anglais est accédé avec un suffixe de langue 'en'. Si l'anglais devient la langue par défaut (avec les adresses sans suffixe), on devrait correspondre à la logique multilingue actuelle de TXM.
