Check at startup if a new TXM setup is available.

If so, open an editor with the news content (HTML)
The editors has
a toolbar with :
* <- "previous news" push button
* -> "next news" push button
* "last news" push button
* "Don't show me again" check button

1 menu entry :
* Help > What's new? : opens the News editor

2 preferences :
* public: activate/deactivate the news discovery mechanism
* private: last TXM version shown

This news mechanism can be used to prompt users for new updates, new setups or anything else.

The current news version is stored in the gitlab update repository of the TXM version in the "news.version" file
The news are stored in the news_N.html files content

If so, open a
dialog box "A new TXM version is available", with 2 choices:
* "Open download page"
* "Cancel"
and 1 option:
* "Don't show me again"

2 preferences :
* public: activate/deactivate the new setup discovery mecanism
* private: last TXM version shown- shown
