Extract and move messages to plug-ins.
Also check the shared strings and move them in other plug-in if needed.

Core translation FR, EN => OK
Core translation RU => partial

UI translation RU => partial

*OSGI/bundle.properties*

UI translation FR, EN => OK
UI translation RU => partial, see command.tooltip

Strings sharing => OK

Some keys/values are not used. Remove or use them.
