On Windows 7, TXM always run the post-installation sequence at start-up.

The C:\Users\<login utilisateur>\AppData\Roaming\.txm\.metadata\.plugins\org.eclipse.core.runtime\.settings directory is emptyied during TXM startup

We need to add more diagnostic messages in the TXM startup script to know why the directory is emptyied
